David C (DC) the longtime marshal of Labourville, Working Class Territory,
throws in his badge and announces to the passive citizens of Labourville
that he wants to replace the unpopular Mayor Phil G (PG) after PG was forced
to resign and become a backbench small-farmer. Suddenly the town learns that
David S (DS) - a ringer that the soon to be ex-Mayor used to fill a gap in
his council - may well arrive on the 13 Dec noon train and take over the
Mayoral seat, and the town, just as Labourville faces predations by the
brash, confident and well-off neighbouring towns of Un Nationalisation, Blue
Ribbon territory and Greenville, Midway territory.
 
DS had been sentenced by the UN to hang around the third world but was
pardoned on an unspecified legal technicality. On public television he had
vowed to become Mayor at Noon, 13 December and clean up the town and was not
letting a lack of experience or plans or the marshal to get in his way. DS's
gang members wait for him at the Labourville caucus room.
 
DC fears defeat but he refuses to stand down knowing that the DS gang will
hunt him down wherever he tries to make his seat and what's more, the
townspeople are running scared and need someone to stand up and fight the
dark blue and deadly vapor of finance-capital privatisation and the green
mists of Midway. DC re-claims his marshal's badge and scours the town for
help, even interrupting Sunday church services, with little success. His
deputy DP resigns and throws his lot in with DS because DC would not
recommend him as the new marshal.
 
DC goes to warn HC, front-women for DL, then DS and now UN. Aware of what UN
will do if it finds her back in Labourville, she quickly cuts all ties with
town business and prepares to leave.
 
The town news media give DC an ultimatum: they're leaving on the noon train,
with or without him. The worried townspeople encourage DC to leave, hoping
that would defuse thing. Even DC's good friends are at odds about how to
deal with the situation.
 
In the end DC faces the DS Gang and media alone. DC guns down two of the
gang, though he himself is wounded in the process. HC and the media both
board the train (pulled by the famous locomotive Old Reassurance) but HC
gets off when she hears the sound of gunfire. HC chooses her town's life
over her career, shooting the defector DP from behind. DS then takes HC
hostage to force DC into the open. However HC suddenly attacks DS giving DC
a clear shot and DC shoots DS politically dead. As the townspeople emerge DC
contemptuously throws his marshal's star in the dirt, assumes the role of
mayor and declares war on Un Nationalisation and Midway.
